High Potential Development Scheme
The High Potential Development Scheme (HPDS) is a structured career framework that can lead to the most senior positions in the PSNI. It aims to turn your potential into performance, whether as a highly effective middle manager in command and leadership roles, or beyond at the strategic leadership level of the police service. The aim of the HPDS is to attract skilled people and retain them within the organisation, and to this end there are no graduate requirements or age restrictions.
The scheme provides successful applicants with a range of career opportunities, rewarding those candidates who have the vision, drive and determination to face the challenges before them.
The selection procedures are demanding but not impossible-preparation is the key.
Key elements of the selection process are divided into two stages: standard level entry requirements and high potential development level requirements. Standard level requirements consist of displaying an acceptable level of thinking ability, completing an assessment centre and medical examination.
On successful completion of the selection process for the role of Constable, all assessment is measured against the competencies for the rank of Superintendent. The HPDS entry process entails a competency based application form, written test and a national assessment centre. There is no maximum number of places and if candidates reach the required standard they are offered a place.
The HPDS is a competency based career development programme, which allows development at a pace that suits the individual. Successful applicants to the scheme must first meet the competencies of a Constable. During the Constable probationary period, preparation for the Sergeants' promotion exam starts. Academic development is integral to the scheme and all academic learning must be linked to leadership skills, which are sharpened and developed through practical experience in the workplace.
There are a range of skills and abilities required to succeed on the High Potential Development Scheme, including:

How do I apply for the HPDS?
Simply tick the appropriate box on your application form to join the PSNI to indicate that you are interested in further information on the HPDS. If your application is successful and you pass all stages of the recruitment process you will receive information on the HPDS from PSNI directly. If you decide not to tick the HPDS box on your application form to join the PSNI, but subsequently perform exceptionally well in the assessment process, information on the HPDS will be sent to you automatically.
