Deloitte (previously referred to as the Consensia Partnership) has been involved in running recruitment campaigns on behalf the PSNI since 2001. In that time Deloitte has managed fifteen recruitment campaigns for Full-Time Regular Police Trainees on behalf of PSNI. 2010 sees Deloitte carry out its sixteenth recruitment campaign for Full-Time Regular Police Trainees on behalf of PSNI. The 2010 Recruitment Campaign will be referred to as Campaign 1001.
Deloitte's involvement in police recruitment came about as a result of changes to the arrangements for policing (and police recruitment) in Northern Ireland instigated by the Good Friday Agreement of April 10th 1998 and the subsequent establishment of the Independent Commission on Policing for Northern Ireland which reported in 1999.
The Good Friday Agreement called for the setting up of an Independent Commission on Policing for Northern Ireland and envisaged one of its main terms of reference to be that:
Its proposals on policing should be designed to ensure that policing arrangements, including composition, recruitment, training, culture, ethos and symbols, are such that in a new approach Northern Ireland has a police service that can enjoy widespread support from, and is seen as an integral part of, the community as a whole
.
The Independent Commission on Policing for Northern Ireland was set up and reported in September 1999 with the publication of
A New Beginning: Policing in Northern Ireland. The Report of the Independent Commission on Policing for Northern Ireland
. This report is commonly referred to as the Patten Report. One of the main recommendations of the Patten Report with police recruitment in mind stated:
we recommend that the police should contract out the recruitment of both police officers and civilians into the police service
. As a result of this recommendation Deloitte (then referred to as the Consensia Partnership) was engaged as the independent organisation charged with the recruitment of police officers on behalf of the PSNI.
